(ŁOBEZ) Starosta Ryszard Brodziński poddał pod głosowanie wniosek w sprawie złożenia Marszałkowi Województwa propozycji odpłatnego przejęcia nieruchomości szpitalnej w Resku, pod warunkiem rozpoczęcia realizacji inwestycji planowanych przez dyrektora SPZZOZ w Gryficach. Zarząd jednogłośnie przyjął wniosek starosty.
Dyrektor SPZZOZ Jacek Pietryka zamierza rozbudować szpital w Resku o oddział geriatryczny. Swoje prognozy wysnuwa na tym, że w całym województwie jest tylko 6 łóżek geriatrycznych. Tym samym pojawił się problem umieszczenia ludzi na tych oddziałach.
- Jest to problem przyszłościowy, biorąc pod uwagę demografię powiatu. Nie ulega wątpliwości, że oddział taki jest potrzebny - mówił starosta. - Jeśli chodzi już o konkretny zamysł inwestycyjny, to koszt budowy i wyposażenie wynosiłby około 25-30 tys. zł. Dyrektor SPZZOZ Jacek Pietryka zamierzał wnioskować do Funduszy Norweskich. Termin składania był do końca czerwca. Obwarowania i sposób kwalifikowania kosztów w efekcie dyrektor uznał za niezbyt korzystny i w tej chwili przymierza się do innych źródeł finansowania inwestycji. Jak to się potoczy, to odrębna sprawa, natomiast jej inna sprawa – zgoda samorządu powiatowego na realizację inwestycji na tym terenie. Dzisiejsze zapisy naszej wzajemnej umowy na dzierżawę nieruchomości w przypadku jej ustania z różnych powodów, mogłyby rodzić komplikację natury finansowej. Jest to inwestycja prawie 30 milionowa, to też konsekwencje mogą spaść na samorząd powiatowy. Analizując wszelkie aspekty sprawy, doszliśmy do wniosku, że nie chcemy blokować inwestycji, a wręcz odwrotnie – sprzyjać takim planom na naszym terenie, ale z zachowaniem bezpieczeństwa powiatu. Wychodząc z założenia, że SPZZOZ Gryfice jest szpitalem samorządu wojewódzkiego, nie ma więc znaczenia czy szpital jest w ręku samorządu wojewódzkiego czy powiatowego, bo to i tak jest sektor publiczny. Rozważaliśmy możliwość, żeby przed udzieleniem pozwolenia zawrzeć umowę notarialną, w której samorząd województwa zobowiązuje się do wykupu po ustalonej cenie szpitala z chwilą rozpoczęcia tejże inwestycji. Wtedy Marszałek Województwa byłby odpowiedzialny za tę inwestycję w całości, a nam nie groziłoby żadne konsekwencje w wyniku rozwiązania umowy. Na naszym terenie powstałby oddział geriatryczny, zainwestowane byłyby znaczące środki finansowe, byłyby nowe miejsca pracy, a powiat odzyskałby zainwestowane w wykup pieniądze –z przeznaczeniem na inne zadania inwestycyjne. Nic nie zostało jeszcze postanowione, to są jedynie rozmowy, zamierzenia, a decyzje ostatecznie podejmie Rada Powiatu. Propozycja nie jest jeszcze wypracowana. Jest to na etapie rozmów i negocjacji – wyjaśnił starosta Ryszard Brodziński.
Obiekt, który miałby powstać pomiędzy obecnym obiektem szpitalnym a budynkiem administracyjnym kubaturowo ma być większy od obecnego obiektu. Dziś trudno mówić o wartości szpitala w Resku, poprzednia cena była wartością negocjacyjną między samorządami. Przy ewentualnej sprzedaży szpitala byłby wykonany nowy operat szacunkowy.
Jest już wizualizacja obiektu, który miałby powstać. W zamierzeniach budynek miałby być trzykondygnacyjny z poddaszem i wykorzystaną częścią podpiwniczoną. Na piętrach miałoby znajdować się po 42 łóżka. Na parterze natomiast przewiduje się 15 łóżek dla osób, które przyjadą na badania bądź zabiegi wymagające pobytu w szpitalu tylko przez jeden dzień. Łącznie w części, którą planuje wybudować SPZZOZ Gryfice, miałoby znajdować się 99 łóżek, zatrudnienie otrzymałoby 85 osób. Dla porównania, w obecnym obiekcie są 84 łóżka, a zatrudnionych jest około 70 osób. Łącznie, gdyby obiekt został wybudowany, szpital miałby 180-90 łóżek i około 170 pracowników zatrudnionych. Na starej części zostanie 21 łóżek ZOL.
Stary budynek z nowym ma być połączony oranżerią z kolei nowa część budynku z byłym budynkiem administracyjnym – przejściem podziemnym.
Obecnie w byłym budynku administracyjnym przygotowywane są stanowiska do mechanicznie wentylowanych pacjentów, dla których brakuje miejsc np. w klinikach. Tym samym pojawiła się potrzeba umieszczenia takich osób na oddziałach przystosowanych do mechanicznej wentylacji.
Obecnie dyrektor SPZZOZ w Gryficach Jacek Pietryka prowadzi negocjacje z NFZ na tego rodzaju usługi.
Kwestia ta była omawiana podczas spotkania zarządu powiatu. Starosta Ryszard Brodziński poddał pod głosowanie wniosek w sprawie złożenia Marszałkowi Województwa propozycji odpłatnego przejęcia nieruchomości szpitalnej w Resku pod warunkiem realizacji inwestycji planowanych przez dyrektora SPZZOZ. Zarząd jednogłośnie przyjął wniosek starosty.
Co z chirurgią?
Kontrakt chirurgiczny w Resku nie został wykorzystany. Na dzisiaj, i to potwierdził dyrektor podczas sesji Rady Powiatowej w Węgorzynie, nawet gdyby nie było konkursu na usługi oddziału chirurgicznego i wewnętrznego dla powiatu łobeskiego, będzie je realizował z tego względu, że do tego obliguje go umowa. O tym, jakie usługi będą realizowane na terenie powiatu łobeskiego, tak naprawdę będzie decydował NFZ, a teraz mówi się, że zakres usług będzie określał wojewoda. MM
